Section 16 Manual
4.24 Multiple reviews
Where the applicant already has one or more reviews before the Commissioner, the head of the support unit should check whether the application for review relates to a matter which is already the subject of another such review. If it does then the applicant should be informed that it is not intended to accept the application but that the matter will be considered in the context of the earlier review. In such a case the file should be passed to the Investigator dealing with the earlier review. It should be noted that an application should only be refused on these grounds where the decision to which it relates will be fully reviewed in the course of the earlier review.
4.25 It may sometimes occur that an application for review relates loosely to matters which are the subject of a separate application for review by the same party. Such applications should not be refused but they should normally be allocated to the Investigator dealing with the earlier review, and brought to his/her attention.
